I remember Camaro and some others discussed this before. You can have such a weapon. It just has to have insane recoil and low RPM, so its effective fire rate is less than its given RPM. It also has to have a very slow ADS, Slow movement speed and only a 1 HK with a headshot. It can deal 95 damage to the torso but it won't result in a 1HK.
Here are my suggestions to balance out the M249 as suggested by HEIL and M82 as suggested by Triggeredaf
Unlock rank: 26 (Slightly behind the M60)
Damage: 32 -> 20
Range: 40 max -> 140 min
Rate of Fire: 725 RPM
Magazine size and Ammunition: 100/200; Can pick up ammo from any 5.56 assault rifle, carbine, and every LMG
Concept or Idea of the weapon: An LMG that can supress an enemy by accurately placing multiple shots in quick succession, effectively becoming as suppressive as the M60
My idea is that it will have a low recoil climb, allowing the user to put 5-7 shots near eachother, but will have low weapon re-center time, meaning it will take longer to recover after firing. High horizontal recoil will make sure the user will not abuse this weapon. Other than that, it'll have all the handling penalties of the M60 including reload speed, slow ADS, and slow movement speed.

Concept and Idea of the weapon: The same as above, but is lighter, has less horizontal recoil and more vertical recoil, and ADS, reloads, and overall handles faster for the price of ammo carried and vertical recoil.
Lmao think of it as a high firerate version of the L86 LSW, but with more muzzle flash.

Role to fill: For snipers who dont like unscoping after every shot, rewards players for sniping defensively, and to take care of things.
So, how can we balance a beast? I'm thinking we can limit the attatchments available for the rifle to:
EoTechs, Coyote, Reflex, Comp Aimpoint, Vertical, Angled, Folding, Stubby, Muzzle Brake, Compensator, Laser, Green Laser, Canted sights, and the Bal Trak.
Now before you lynch me for allowing the BT, I'm suggesting the rifle starts out with Iron Sights, then acquire the PMII scope at around 100 kills. When equipped with the scope, the BT is unavailable to be equipped.
The rifle will be heavy. As in BFG 50 heavy. Reload will be similar to the AW family, except with the AK style 'off hand prime'. The weapon will have high vertical recoil, horizontal recoil won't be noticeable unless you've sprayed around 3 shots. Firing the rifle at it's maximum speed will make it inaccurate.
TL;DR VERSION: M249 as a low recoil LMG with high horizontal recoil and slow recenter time; M249 STANAG- M249 with 30 round mags, faster than the M249 but with more vertical recoil and less horiontal recoil; M82 as a slow, heavy hitting DMR that 1HKO to the head at all ranges
@holygaming no HMGs please. Most of them usually are high caliber, high capacity (maybe 100+ rounds?) and not very mobile. I doubt you can walk and fire one either.
Heres an excerpt of what a HMG is: HMGs are designed to provide better penetration and destructive power against vehicles, infrastructure, and aircraft beyond the standard rifle calibers used in medium or GPMGs.
Meaning this might be more powerful than the belt fed LMGs in game.
Mate, No Russian can't be added because it's a scene frm MW2 that was controversial to everyone, and adding it to an environment with children as the minority won't help. And 20 min damage with a 1k firerate? Screw the Vector and the already-in-intense-trauma Colt SMG 635 I guess.

Am I the only one who thinks the Martini-Henry rifle would be cool?
Martini Henry - Similar to the BFG and Henry .45-70, would be similar to the Henry in terms of damage. Has higher muzzle velocity than the Henry at the cost of reduced mobility and/or ADS speed.
M249 - Somewhat a hybrid of the MG3KWS and M60. Stronger than the MG3 but weaker than the M60. Velocity is slightly lower than the M60, but close. Fire rate is approximately in the middle of both weapons. Mobility is slightly higher than the M60, but still low. High Muzzle flash. Great penetration abilities. Good suppression.
Tar-21 - Similar to the HK416, but with greatly reduced ranges, higher muzzle flash, and slightly reduced velocity. great ammo reserve, good suppression, and reload speed. A very agressive AR.
HK417 - Higher power HK416 with increased max range, Increased recoil, lower mobility, higher penetration and roughly equal supression to the 416.
Skorpion Z96 in either the pdw or atomatic pistol and it has a fast fire rate and little recoil but damage is low. 20 round mag or 10 round mag. Most probaby with a low ttk with little recoil the stock will be lowwerd on the model as intended .
Perhaps a crossbow seacondary. high damage, lots of projectile drop, long reload and only five reserve rounds. 70-80 damage on bodyshot, 100 on headshot. no suppresors or optics attchmant options. also very minmal or nonexistent range damage reduction, and the ability to use armor piercing/fire arrows. and please make it not insanley high ranked.
I would say a modern Crossbow as a primary, comes with extremely slow muzzle velocity (1500 studs/s) but insta-kills when hit (including the torso), you'll never be revealed on the radar. Comes with a reserve of 16 bolts. Reloads will be set to a pretty painful 4.1 seconds. There will be no barrel attachments. Comes with Iron Sights by default (Although you'll have access to a 6x Scope, maybe the Leupold right at the beginning).
I could suggest explosive bolts as an alternative ammo but I'd be pretty darn sure that it will take way less skill than the M107 or BFG. So no.
An assault rifle chambered in 5.56x45 NATO. Has a slightly lower damage than the HK416. Has ballistics in between the M4A1 and the M16A3. Rof is 900rpm. Also has an exclusive integral suppressor attachment, which will the last barrel attachment unlocked for the weapon.
A shotgun that has a similar range to the Remington 870, and has a similar fire rate and damage to the Spas-12. Has a 6+1 ammo capacity.
A pistol that is chambered in .357 SIG. Has a higher damage than the M9 and G17, but a lower damage than the M45A1 and M1911. Has a 14+1 Magazine capacity.
A pistol that is chambered in .45 ACP. Has a 12 round magazine, and has similar damage to the M45A1. Rof is a little slower than the M45A1.
A DMR that has a fire rate that is similar to the Mk11, while having a similar ballistics and damage to the MSG90. Either has a 10 round magazine, or a 20 round extended magazine.
A machine pistol chambered in 9x19mm ammunition. Has a high Rof, but has high recoil. Has a 20 round magazine.
